Importing Areca Leaf Tableware Into the UAE

7 min readFoliware India LLPReviewed 5 September 2026

The short answer

A UAE shipment travels with a commercial invoice and packing list
every time, plus a certificate of origin where the importer wants to
claim preferential tariff treatment under India-UAE CEPA. CEPA
preference is not automatic: it depends on the goods and paperwork
meeting the agreement’s terms and the importer making the claim at UAE
customs. Abu Dhabi’s single use plastic policy is an emirate document,
not a current federal rule. Confirm live requirements before
shipping.

The rule:
what a UAE shipment requires as a baseline

Two documents travel with every export shipment Foliware makes, and a
UAE order is no exception. A commercial invoice states what was sold, to
whom, and its declared value. A packing list breaks the shipment down by
carton, so what arrives can be checked against what was declared.
Neither is a UAE-specific requirement; both are the baseline paperwork
any customs authority expects.

Past that baseline, what applies depends on whether the importer is
claiming a tariff preference and on the current state of two other
things: UAE plastics policy and the importer’s own import compliance
obligations. Both of those are covered below, and both come with a
caveat rather than a fixed answer, because that is what the source
material honestly supports.

Scope: what
this article does and does not cover

This article covers the documentation route into the UAE, what CEPA
requires to actually apply, the Abu Dhabi single use plastic policy as
it exists in the source material available, and re-export considerations
for buyers using the UAE as a gateway into the wider region. It does not
state a port to port transit time, because none is confirmed by
Foliware’s forwarder, and it does not state a current UAE federal
plastics position, because no source confirms one. A companion article
covers the wider GCC market by market.

For the full universal and destination-triggered document matrix that
applies across every market Foliware ships to, see the export
documentation set article linked below. This article applies that matrix
specifically to the UAE lane.

India-UAE
CEPA: what preferential treatment actually requires

The Comprehensive Economic Partnership Agreement between India and
the UAE entered into force on 1 May 2022. It is a bilateral instrument
between the two governments, and it opened tariff access on eligible
Indian-origin goods entering the UAE.

That access is not something a shipment receives simply because it
left an Indian port. Three things have to line up. The goods and their
supply chain have to meet the agreement’s own rules of origin, so that
what is being shipped genuinely qualifies as Indian-origin under CEPA’s
terms rather than under a general assumption. The exporter has to obtain
a valid certificate of origin through the correct issuing process, which
for an Indian exporter runs through an agency operating under the
process the Directorate General of Foreign Trade has set out for India’s
trade agreements. And the importer has to actively claim the
preferential rate with UAE customs at the time of import, because a
customs authority does not apply a preference it has not been asked to
apply.

Skipping any one of those three steps means the shipment clears at
the standard rate rather than the preferential one, even though the
underlying trade is genuinely eligible. This is worth confirming with
your own customs broker before your first UAE order, particularly if the
certificate of origin has not been part of your import process
before.

Abu
Dhabi’s single use plastic policy: an emirate document, not a current
federal position

The Environment Agency Abu Dhabi has published a single use plastic
policy that restricts specified single use plastic items, including
plates and cutlery, at the emirate level. This is worth knowing about
because it shows the direction of policy in the region, and because an
Abu Dhabi buyer may reference it directly when discussing their own
sourcing decisions.

Two things need to be stated plainly about this document. First, it
is an emirate level policy, issued by Abu Dhabi’s environment regulator,
not a federal UAE law. It does not, by itself, describe what applies in
Dubai, Sharjah or any other emirate. Second, the policy horizon in the
source available runs from 2020 to 2022. It is not a live statement of
where UAE plastics policy stands today, at either the federal or the
emirate level.

No source available to Foliware confirms a current federal UAE
position on single use plastics. That is not the same as confirming no
federal position exists. It means the honest answer here is: confirm the
current position, both federal and Abu Dhabi emirate level, with the
relevant UAE authority before you ship, rather than relying on either an
assumption of no restriction or an outdated policy document as if it
were current law.

Re-export and
gateway trade considerations

Many buyers bring goods into the UAE intending to move some or all of
the shipment onward into other Gulf or regional markets rather than sell
everything within the UAE itself. This is a legitimate and common
pattern, and it changes what documentation question you are actually
answering.

Import documentation that satisfies UAE customs on the first leg is
not automatically sufficient for a second, onward movement to a
different destination country. A certificate of origin issued for the
UAE import may not carry the same standing once goods are re-exported to
a third country, and the onward destination may have its own document
requirements entirely separate from anything the UAE asked for. If
re-export is part of your plan, treat UAE import compliance and onward
re-export compliance as two separate questions, each needing its own
confirmation with the relevant customs authority, rather than assuming
that clearing UAE customs settles the matter for wherever the goods go
next.

What
Foliware supplies, and what the importer confirms

Foliware issues the commercial invoice and packing list on every
shipment, and applies for a certificate of origin through the DGFT
process when a shipment needs one. That is the extent of what sits on
Foliware’s side of the export.

Confirming CEPA eligibility and making the preferential claim at UAE
customs, confirming the current federal and Abu Dhabi emirate plastics
position before shipping, and arranging any documentation a re-export
leg requires all sit with the importer and their own customs broker.
None of this is a statement that a given shipment is compliant with UAE
regulation; it is a statement of which documents exist, who issues them,
and where the confirmation responsibility sits. Regulatory positions in
this region change, so confirm current requirements with the UAE
Ministry of Economy and Tourism for CEPA matters and with the relevant
federal or emirate authority for plastics policy before you place your
first order.

Frequently asked questions

Does a UAE shipment automatically get the CEPA tariff
rate?
No. The goods have to meet CEPA’s rules of origin, a
valid certificate of origin has to be obtained through the correct
process, and the importer has to claim the preferential rate with UAE
customs at the time of import. Missing any of these means the shipment
clears at the standard rate.

Is Abu Dhabi’s single use plastic policy the current UAE
rule?
It is an emirate level policy from Abu Dhabi’s
environment regulator, covering a 2020 to 2022 horizon. It is not a
confirmed current federal UAE position, and it does not describe rules
in other emirates. Confirm the current position before shipping.

Do I need a phytosanitary certificate to import into the
UAE?
Not confirmed either way in the source material available.
It is a confirmed requirement for Australia. Treat the UAE position as
an open question for your customs broker rather than assuming either
answer.

What if I am re-exporting from the UAE to another Gulf
country?
Treat it as two separate compliance questions. UAE
import documentation and onward re-export documentation are not the same
thing, and clearing UAE customs does not automatically satisfy the
destination country’s own requirements.

What does Foliware provide for a UAE order? A
commercial invoice and packing list on every shipment, and a certificate
of origin through the DGFT process when the shipment needs one.
Confirming CEPA claims, current plastics policy and re-export
documentation sits with the importer.
