Packaging EPR in France: CITEO, the Triman Mark and What Goes on the Pack

The short answer

French packaging extended producer responsibility, known as REP, does two things no other European scheme does. It issues an identifiant unique, a registration number from ADEME that any customer can demand and that you must obtain from your supplier if you are not the producer. And for household packaging it puts a visible obligation on the pack: the Triman symbol with an Info-tri sorting panel, mandatory since 1 January 2022.

Why France is a printing decision, not only a registration decision

Germany and the Netherlands are back office obligations. You register, you licence, you file numbers. Nobody outside your finance and compliance team ever sees the result.

France is different in two directions at once. Downstream, French household packaging has to carry the Triman signage and the Info-tri panel telling the consumer how to sort each component. That is artwork, and artwork has a lead time, a tooling implication for printed cartons and an owner who has to be named in your purchase order. Upstream, your identifiant unique has to be handed over to anyone who buys from you and asks. Article L. 541-10-10 of the Code de l’environnement goes further: a seller who is not itself a producer under REP must obtain those numbers from its supplier.

So a French launch runs two workstreams, registration and packaging artwork, with different internal owners and different critical paths.

Which French EPR stream does your packaging fall into?

France does not have one packaging REP. It has separate streams, and picking the wrong one means paying the wrong eco-organisme and filing the wrong declaration.

Stream What it covers Producer responsibility organisation Status on 14 September 2026
Emballages ménagers Household packaging and graphic papers, meaning packaging whose waste arises in a household CITEO (and Adelphe) In force. Triman and Info-tri marking obligation attaches here
Emballages de la restauration Packaging used by food service businesses, established by the AGEC law and in force from 15 March 2024 CITEO PRO In force, being absorbed into the professional packaging stream
Emballages professionnels Professional packaging including transport, service, sales and grouped packaging used by professionals, created by décret n° 2025-1081 du 17 novembre 2025 Eco-organismes approved for the stream Entry into force postponed to 1 January 2027 according to the Ministère de la Transition écologique

For a buyer importing areca leaf tableware, the split usually runs like this. The Reinforced Round Traditional Patravali Meal Plate is the product, not packaging. The export carton, the inner bag, the stretch wrap and the pallet are packaging. Where those cartons go to a restaurant, a caterer or a canteen, you are in the professional route. Where the plates are broken down into a retail pack sold to a French consumer, that retail pack is household packaging and it is the one that carries the Triman.

Confirm your classification with CITEO before you contribute, and confirm the professional stream timetable directly with the Ministère or your eco-organisme rather than working from a date in a trade article. The stream boundaries moved twice in two years and the transition arrangements are not intuitive.

What the identifiant unique is and who has to have one

Since 1 January 2022, under article L. 541-10-13 of the Code de l’environnement, every producer subject to a French EPR scheme must hold an identifiant unique, a unique identification number, for each scheme concerned. ADEME issues it. It is proof that you are registered in SYDEREP, the French EPR declaration system.

You do not apply to ADEME directly under the usual route. You join a producer responsibility organisation, that organisation registers you in SYDEREP, and ADEME sends the number. A producer running an individual compliance scheme receives its number from ADEME after ministerial approval.

Producer status in France is broad: any company placing EPR products on the French market, whether manufacturer, distributor or importer. A company established outside France identifies itself with an intra-community VAT number or an equivalent tax reference from its home authority rather than a SIRET.

Three practical points follow. You hold as many numbers as there are schemes touching your products, including their packaging. The number belongs in your general terms and conditions of sale and your contractual documents. And because a buyer can ask for it at any time, a French distributor evaluating a new tableware line will treat “we are applying” as a gap in the vendor file. Where the obligation sits when goods come from India is worked through in who registers for EPR when you import from India.

Joining CITEO and the declaration you owe

CITEO membership is concluded online and the contract is signed digitally. The declaration then runs on a calendar year: packaging placed on the French market between 1 January and 31 December is declared by 28 February of the following year.

CITEO offers declaration routes scaled to volume. A very low unit count can be handled on a flat contribution. A mid volume declarant can use a simplified declaration using flat rates per product family without granular specifications. Everything else uses the detailed declaration, which requires a breakdown by material type and weight with eco-modulation adjustments applied. Rates are published by CITEO and are revised, so take them from CITEO rather than from a summary.

The detailed route is where a supplier data gap becomes visible. Material type and weight means per component, not per shipment, and the eco-modulation only works if the components are described accurately. The dataset to ask for, and how to get it into the RFQ instead of chasing it in February, is set out in the supplier data you need before you can file an EPR return.

The Triman and the Info-tri panel, taken apart

Décret n° 2021-835 du 29 juin 2021, on consumer information about sorting rules for products subject to extended producer responsibility, is the instrument. CITEO confirms the marking has been mandatory on household packaging and graphic papers since 1 January 2022.

The obligation has two parts that travel together.

The Triman symbol tells the consumer that the item is subject to sorting rules. The Info-tri tells them what to do with each element the packaging is made of. A pack made of a card sleeve and a plastic film carries an instruction for each, not one instruction for the pack.

The rules that catch people out are about surface area and scope.

Situation What the decree and the ministry FAQ allow
Standard household packaging Triman and sorting information affixed to the packaging or the product
Surface area 10 to 20 cm² The Triman stays on the product; the sorting information may be dematerialised
Surface area under 10 cm² Both may be dematerialised
Cylindrical or spherical items The ministry FAQ applies doubled thresholds, 20 to 40 cm²
Glass beverage packaging Exempt from the marking requirement
Professional and industrial products Outside the scope; the marking is for household consumers
Equivalent marking from another member state Accepted where it meets the same requirements

Two things the FAQ is firm about. A QR code on its own does not replace the printed sorting information, because it is not immediate. And products manufactured outside France run the same compliance timetable as domestic ones, with the same stock run-off allowance measured from manufacture or import.

That last point is the scheduling trap. If your French artwork changes, the run-off clock starts at manufacture or import, not at the date you decided to change it. An order placed in India three months before a marking change arrives carrying the old panel.

Who owns the French artwork, and when that has to be settled

This is the question to answer in the purchase order, not after the proof.

You own it if you are buying private label, if the pack carries your brand, or if you sell into more than one French channel. You control the Info-tri, you control revisions, and you carry the print origination cost. This is the normal arrangement for a distributor.

The supplier owns it if you are buying an existing generic pack and reselling it unchanged. This is cheaper and faster, and it is the right answer for a first trial order. It also means a marking change is a supplier lead time problem, and you do not control when it lands.

Nobody owns it yet is the state most first orders are actually in, and it is the one that costs a shipping window. The decision has a tooling and origination lead time on printed cartons that sits ahead of production, not alongside it. Bring it forward. Minimums, tooling and artwork lead times for a European brand are covered in private label palm leaf tableware for European brands.

Say the unhelpful thing plainly: if your French volume is a pallet or two a quarter, buying from a French distributor who already holds the identifiant unique and already prints compliant packs is less work and less risk than becoming the producer yourself, even though the landed unit cost is higher.

Frequently asked questions

Does the Triman have to appear on the plates or on the packaging? The marking applies to household products under REP and to their packaging. Packaging sold on to food service professionals is outside the household scope. Where a retail pack of plates reaches a French consumer, that pack carries the Triman and the Info-tri. Confirm the classification of your specific pack with CITEO in writing.

Can my Indian supplier hold the identifiant unique for me? Only if that supplier is itself the producer placing the packaging on the French market, which an exporter selling to a French importer is not. In the usual structure the French importer or distributor is the producer, registers with an eco-organisme, and receives the ADEME number.

A French customer has asked for my unique identification number. Do I have to give it? Yes. Under article L. 541-10-13 the seller must provide its unique EPR identification numbers when a buyer asks. If you are not a producer yourself under REP, article L. 541-10-10 requires you to obtain the numbers from your supplier.

When is my first CITEO declaration due? Packaging placed on the French market in a calendar year is declared by 28 February of the following year. A first shipment arriving in November therefore produces a declaration three months later, which is why component weights need to be in the file before the container sails.

Do I need the Triman if I only sell to restaurants and caterers? The Triman and Info-tri obligation is aimed at household consumers, and professional products sit outside it. You still have the producer responsibility obligation for the stream your packaging falls into, which for food service packaging is moving into the professional packaging REP.

Is the professional packaging REP live now? Décret n° 2025-1081 du 17 novembre 2025 created it and the Ministère de la Transition écologique records the entry into force as postponed to 1 January 2027. Confirm the current position and your eco-organisme with the Ministère or CITEO PRO before budgeting, because the date has already moved once.
